Apple will have a seperate program for public testing which will be available in July. Currently, iOS 9 beta 1 is only available to registered and enrolled members of Apple Developer Program, which might cost $99 per year.
Being a part of the program gives you advantage to get full early access to the pre-release beta preview builds of latest Apple software, would be iOS, OS X or watch OS, prior to they are rolled out for everyone else.

Note: Its an early iOS 9 beta and it will almost certainly not be stable. Apps will crash, bugs will annoy you, and plenty of features won’t work. Consider this your warning before you install it on a personal device.
Final version of iOS 9 will be released sometime in September alongside the new iPhone 6s and iPhone 6s Plus.
